Every country in the world with a stretch of water (sea, river or lake) has its own legislation towards shipwreck survey and recovery.
Most have strong regulations under the UNESCO
Convention for the Protection of Underwater Cultural Heritage.
Others authorize "treasure hunting" and commercial salvage.
